Middle-Earth Science PagesThis is a fascinating site. It is not like most other Tolkien sites (including my own) which focus on the books, but focuses on the geography and history of Middle-Earth through hints from the History of Middle-Earth series and the Unfinished Tales. New material is added fairly often.
HobbitonThis site includes a book list, discussion board, information on the new movie and much more.
The Grey HavensVery good. This site includes a FAQ, a bookstore and loads of information. The Grey Havens has a great navigation structure.
Middle-EarthMiddle-Earth has information on Tolkien's Languages, including Quenya and Sindarin and most of the others. This site has information on the various Middle-Earth based games, Downloads and links, just to name some parts of the site.
ArdaThis site is a major Tolkien Encyclopedia. It is still incomplete, but it is growing every day. It has entries from A to Z on Tolkien's works.
Tolkien ArchivesThis site seems to have a lot, ranging from essays to audio clips. This site is updated fairly often.
The Annals of Middle-EarthThis site has an ever-growing searchable glossary. The site has been translated into spanish for those of you who speak this language.

The Tolkien TrailNew Tolkien site. Just opened on July 18th. Only has the Shire, Bree and Rivendell so far. This site is an interactive tour of Middle-Earth. Its put up by the same people as the Entmoot message board. They update about once a week with new games.

Nenad Panatic's Art StudioThis site is not all Tolkien pictures. but all of the pictures are amazing. All of them were painted or drawn by Nenad Panatic.
Demon's Image ArchiveThis site has the pictures from the Allan Lee Illustrated Lord of the Rings, the Illustrated Silmarillion, The Hobbit, and most of the Tolkien Calendars.
The Halls of TolkienThis site has images from all of Tolkien's works, as well as downloads and more.
Tolkien Fan-Fiction
IsildurThis story is set at the end of the Second Age of the Sun. It details the War of the Alliance, which was only sketched in in the Council of Elrond and the Silmarillion. I think it is really good, given that it (I think) predates the Unfinished Tales.

Writings of Blaine ScottHere are the first two chapters of a story set in the Fourth Age. There are several more chapters available on request.

EntmootOne of the biggest message boards on Tolkien. Certainly one of the more active. Entmoot also has a Star Wars board too.

PalantirAn active board with serious Tolkien discussion. Currently analyzing the books chapter by chapter. This is really just one forum in another Star Wars board.

White Council Discussion BoardThis is a very active board, about Tolkien and the Inklings. They just moved to a new server so it's fairly quiet right now.
